Its in the late game. You can see someone wearing it on one of the early load screens.

I found one as a random drop in Asia Minor on hard difficulty.

It showed up in act II for me, your camp soldiers start wearing it in ACT III.
You can start to craft it/find it in greater quantity in Act Two.

I wouldn't call act 2 late game more like mid game.

I had found schematics for them in Egypt while fighting the tribes, gave a set to one of my princeps. Before that I started seeing schematics and drops for the rectangular scutums that I associate more with the imperial legions.

The prevalence of Lorica Segmentata is by and large a product of over saturation of it from media. It's generally accepted that Lorica Segmentata wasn't adopted by the Romans until roughly 53 BC to 21 AD, though an exact date isn't known. For reference, the Third Mithridatic War, the war Act I depicts, occurred from 73 BC to 63 BC, the Gallic Wars in Act III occurred from 59 BC to 51 BC, and Caesar crossed the Rubicon in 49 BC. During the time period this game takes place in, Lorica Hamata was by far the most widespread armor of the Roman legions.

You'll be able to craft all the loricas eventually so don't worry, just loot stuff
