I know, it's more of a game mechanic where you allocate a resource (praetorian) to a building and get the benefit. Presumably he's there managing the baths and the numerous attending servants. Still, it's funny to think about just what that single praetorian is really doing to raise the morale of the entire legion.
Morale for the legion is not going down if it wasn't affected by legion battles and some quests. At least for me.
Once you get to that, your morale issues are fine.
That isn't the case for me. In the last battle I fought. I won it and chose the "Celebration" in the end which gives bonus morale. Still my net morale was -6 after the battle. I didn't use any stratagems that lower morale.
