But I'm impressed someone managed to advance the game a year in africa just to see if they did.
There's actually two you can buy. One down the hill from Cleo for the exceptionally lazy.
Why even give the option then? The advancement of time is an actual mechanic in the game, so either the quest is bugged or incomplete, or the devs are trolling you, since actually idling around for a whole in-game year is ridiculous given how slow and tedious it is. The merchant even says you'll pay for the carpet once it's ready, but that never happens. I wouldn't even mind the harmless trolling like the Afterlife sidequest, but here you don't even get any indication of what to do next.
If it's a joke, then it's not that funny given how you have to waste hours idling on the map with the only action being watching loading screens to refill your water, constantly sending your legions to hunt for food, and occasionally sending your companions to the hospital due to some annoying random event where they get injured. If it's a bug, then please fix your ♥♥♥♥.
I'm not even that mad, it's a really great game, but this particular quest annoyed me.
Same boat for me. I am halfway through my year of waiting for the carpet. The boredom has had me only do a few months at a time and stop playing the game otherwise.
I found this and I am like great, game is wasting my time with an option that should not be in the game if it doesn't work. I couldn't steal and I wanted the best carpet I could get.
I decided to wait the year and am punished for it. I guess I will buy the cheap one near Cleo as the other Merchant wont even talk to me now.
I'd have to go back and re-read any text associated with the 1 year option, but I thought the game made it pretty clear, that it wasn't a feasible path.
You should go back and have a look. They give three options. One of them is to wait one year for a well done carpet. The response you give is I have time to wait.

How is it not a path if it is an option? I would have rather had the merchant take my money up front and then run with the cash. At least that would make sense instead of waiting for delivery which never happens.
With a gamr that has the load screen saying take your time! War takes time, there is no time limit. Talk to people explore and so on......that along with the perfectly valid option of waiting for a carpet to be done in a year to me says it is a viable option.
They do not simply sell the carpets they have, but make them to order
Two options, wait a year or don't. Nothing to indicate this is a bad idea or that it won't work
What I didn't notice before is that when you select this option it fails the quest to search for a carpet in memphis. It is very odd that the game is allowing you to order a carpet after you have found someone to make it for you only to fail you instantly after you order the carpet.
