Act II spoilers - Proconsul meeting not happening?
I'm playing a female legate.
I murdered Cleo.

I'm not getting the senate meeting AT ALL. Like it just skips over it. Is that meant to happen?
The scenes go:
1) Kill Cleo and finish Egypt
2) Cut to Rome at the Rubicon bridge, disband legion
3) Cut to villa, can marry Cato
4) Cato leaves and now free to do companion side quests.

There's no senate meeting for the proconsul of Egypt. It never happens? I thought it would still appear, i've read that you're meant to be able to say "make me the Proconsul" and the senate laughs at you but like that scene doesn't even show up.

Anyone got the scene as a female legate? Anyone know what you're meant to do to trigger it?

It looks like i still keep my 2nd legion at least.

i'm on second playthrought with female legate, havn't reached cleo yet, i am still dealing with the namaseian tribes, i'll see what happens once i'm there and i'll let you know eventually, not sure if killing cleo or leaving her alive trigger anything for that matter... maybe the rubicon crossing ?

I'm trying to remember what happens. I don't think anything you do makes a difference between crossing the Rubicon and starting your side quests, except for marrying Cato. I sort of recall a session with the Senate where Lurco puts the female legate down, but it's just exposition and it doesn't present any choices. If you somehow skipped that, I don't think you are missing anything important.

Without offering too much of a spoiler, killing Cleopatra gives the female legate another option regarding legions in Gaul. Although it looks like a big deal, I think you could have gotten away without the extra option easily enough.
