Shackles on Sekkura not possible

In Act 2, the mission "Coming On Strong", I sucker-punched the target, and am now given the prompt to use the Shackles on her.

But whenever I try to, the hover prompt tells me "The targets hex is occupied by another character. If I had to guess, it's a bench in the game? No matter what hex I go to, I can't do the action that is required.

Is it just straight up broken, forcing me to either start the fight, get her to move, then take her down away from that bench to capture her? Or is there something that I'm missing here?

tldr; Do NOT sucker punch her; it'll soft lock you into failure. Ask her to come in peacefully, then take her down; you can use the Shackles on her then without any problems then.

What do you mean 'given the prompt to use the shackles'? If memory serves every praetorian receive their own set of shackles for the mission and they're used in the same manner you would other tactical items. To use them, you need to place a praetorian on a hex adjacent to the target - not the same hex. The reason for the message "the target's hex is occupied by another character" is because you can't move praetorians on the same hex as other units that still have health points. There's a difference between knocking down an enemy using take-down abilities (that's just a temporary status effects) and rendering them incapacitated.

You know how before the fight starts, you can either tell her to come in peacefully, which she will refuse, resulting you needing to incapacitate her, or you can sucker-punch her so that she is incapacitated right from the start?

The problem is the sucker-punch option. If you fight her normally, you can use the Shackles on her without issue. However, if you sucker-punch her, it's just impossible; you always get that prompt.

There is a small seat right beside where she lands when you choose that option, and I think it's somehow causing this bug.

I punched her on my first playthrough and it worked fine...no problems. But now I'm doing insane difficulty with iron man and death on and this problem happens so I'm literally stuck here...do I have to restart the whole damn thing again? It's taken me hours just to get to this point...it was not easy...sigh

Even Ironman does have a backup save you can revert to. Go to:
...\Users\[UserName]\AppData\Local\ExpeditionsRome\Saved\SaveGames
Backup your latest save, then delete the latest and it will revert to the prior save.

Perhaps this helps you avoid having to restart.
