a)Because Raia joins the party much later in the story while you can get Deianeira during the first act.
b)We had some crazy plans about Raia's skill set. It involved controlling felines (like cats... or lions) but in practice that never worked the way we wanted. It simply wasn't fun.
So we downgraded Raia to an NPC.
Also since you can always only have 6 people in your team, getting Raia would mean another party member gets benched so you miss out on companion dialogue. At this point you could just bring one of the generic praetorians and get the same result.
