When enemy Sagittarii shoot at your units during your turn while you are "running from one place to another" then that means the enemy units are utilizing the "Interrupt" skill. Which is an incredibly useful skill and arguably one of the best skills for a Sagittarius.
Select it before the end of your turn, direct the cone in whichever direction you need before locking into place. The range is 12 hexes and once upgraded the degree of the cone will increase from 120° to 160° which gives you a much wider girth. Not to mention, the damage will increase as well. It's an exceptional skill to have, especially combined with the Vigilant skill. Which improves upon the Interrupt skill, resulting in it being utilized twice before it ends. Skills that increase critical chance and increase the damage you deal will also improve the skill.
Should an enemy enter that range, your Sagittarius should shoot them. However, before you place the cone you should take a few things into considerations, for example if there are enemy units with armor points or shields, and whether there are any low or high covers. Your own units can also stand in the way so you need to observe the area before locking the cone in place. The only time the skill will not register, is if an enemy unit is invisible or they have a Veles type unit that's using 'Tactical Advantage' which means they will avoid attacks of opportunity.
Now for the Overwatch skill. It comes really in handy when used in close quarters and especially when combined with the Steady hands skill (100% Critical Chance for Interrupt and Overwatch). Like with Interrupt, the enemy units need to be in direct line of sight for an successful attack and unfortunately within the range of 6 hexes. Every time an enemy within that range attacks your units, your Sagittarius will shoot each enemy once.
