Is it not possible to romance Cleopatra as female legate?
Playing the game first time as a female char, I have gotten the heart options in dialogue with Cleopatra and I read that you can romance her without it affecting your other romance options (I have romanced Deianeira, so I wanted to make sure I don't mess that up). I think I have done everything correctly with Cleo and I let her live at the end of Egypt act. But upon returning to Rome, I am visited by Cato and he tries to seduce me. I thought Cleopatra romance scene was supposed to happen at this point, according to guides I read? I am disappointed if the romance with Cleo is genderlocked. Why was I able to flirt with her in the first place then? :/ So do male chars get to sleep with Cleopatra and females just get... Cato. Ugh.

That's it, Cleopatra is straight and won't reciprocate your flirting if your Legatus is female.

The game was meant to be played at least twice.

1 male. 1 female character as main.

If you want all those achievements of course.

Nah, no Cleo romance for ambitious female legates. On the other hand,
if you choose the escape-to-Egypt ending and Cleopatra is Queen of Egypt, you get a fancy slide informing you how the Queen and her newest advisor created together a true matriarchal society in Egypt , which I find both amusing and scary, considering that this iteration of Cleopatra acts basically like an obnoxious and entitled bimbo with murderous tendencies. So progressive, so very very progressive… ;-)
