Phantom Doctrine is severely under-rated. Unfortunately, it got abandoned by its devs, and there are a couple of game-stopping bugs, but nothing that can't be solved as long as you are good about saving your games. There might be a mod or two as well to fix these things.
Beyond that, though, it has a good narrative that gives you some insight into the 1980's Cold War, some tight turn-based squad combat, and a wide variety of equipment that makes you believe you really are in charge of a deep-cover assassination squad desperate to solve the mystery of the Phantom Doctrine itself. A must-play for Cold War junkies, very detailed and fun. It also has a good Game+ mode that is reasonably challenging and offers a nicely- presented deeper dive into some of the real world clandestine bits and pieces that you missed in your first run.

Yeah, I'm recommending CRPG but Expeditions: Rome is quite close to CRPG already.
1st: Rise & Fall: Civilizations at War (VERY GOOD story, cinematics, and campaigns)
2nd: Praetorians. Very fun to play in skirmish, or on multiplayer with friends. Campaigns are ok, but not as good as civilizations at war.
Both of those are set in Hellenistic times, and you can control Roman units and the Roman empire.
HOWEVER, they're RTS, rather than TBS.... but don't let that stop you. They're quite fun to play.
#2 is your standard rts game, but it's fun playing as Romans. You can set your troops to "testudo" formation (turtle) and even though they will move a lot slower, they'll be all but impervious to ranged attacks. Theres some unique stuff they did with formations in this game. Also, you can play as Gauls .... Or Germanic tribes.. and I forgot what the 3rd faction you can play, was. It's been a while since I played it.
#1 is unique in that it plays as an RTS / base building game, BUT you can also personally take control of a hero unit and go 1st / 3rd person with that unit, to personally fight in the battles and help (or hinder) your troops.

- XCOM: Enemy Unknown and XCOM 2 of course go without saying. Honorable mention for Chimera Squad which is smaller and possibly more accessible though less closely related gameplay wise. Mods add to possibilities.
- Wasteland 3 is a fairly close recommendation from a combat perspective, enjoyable, found the humor and thematics a bit forced though
Medium related:
- The Iron Oath, dungeon crawler with some procedural elements, so less curated missions
- Wildermyth is super cool though feels much more heavily human-focused fantasy, more story-telling focus
- Divinity Original Sin 2 is a great game in its own right , fantastic combat, but doesn't really feel nearly as similar as you might think it would be. Lacks a bit of that squad feeling and the abilities are almost too free-form.
And my awesome strategy-tactics itch suggestions that are all phenomal games but aren't exactly the same genre:
- Dragon Age: Origins isn't at all turn based, but it does have turn-based feeling skills and if you pause a lot like me, it often feels very much like a tactical turn based game. Fantastic quality as well so I still want to recommend it.
- Battle for Wesnoth is free, tons of content, hex based and fantasy but critically not equipment nor ability-focused, though can give a fantasy army feel on many campaigns
- Valkyria Chronicles 4 I found highly entertaining, sort of an interesting hybrid turnbased mix where some elements like reaction shots and movement are pseduo-realtime/frozentime
- (even more fringe suggestion) Battletech is a mech game that I really found quite fun. Turn based combat with lasers, rocket launchers, targeting specific body parts, etc
- Fire Emblem Awakening (can easily play via emulator) is a great FE entry point, not nearly as ability based but very fun, decent story, still has character builds and weapon choices to an extent
I suggest Wartales. It is from is farly new, good looking and has similar mechanics. It is not historical, but very low fantasy. So no magic or dragons or whatsoever, a few sick people that act similar to zombies, but thats it. The real difference is, that it is more sandbox as you have no fixed chars but create you own band of mercs similar to Battle Brothers. The Chars are what makes expiditions Rome great. I love the banter in battle, which is something i really miss in WH 40K Rogue Trader or even Baldurs Gate 3.
And agreed Tyranny is a much better game than Pillars of Eternity.
