They're not very clear on this. Before going to Asia Minor, talk to one of the people by your legions tent (your legions, not the other legion). He'll get you started on how to hire Praetorians.
It's not necessary for you to do it before going to Asia Minor, but you'll want them as many side quests and radial missions simply can't be done without Praetorians.
The interface could do with a few user-friendly changes.
From what I understand it now, Centurians lead your Legions (although I'm still not sure if you need more than 1 per Legion), Praetorians can be added to your squad where you have control of them in tactical battles like your companions. They come from the same pool of available recruits at the Barracks.
You can only hire Praetorians after you leave Lesbos. You will go to Mysia in Asia Minor and your legion will fight and take over the outpost. At that point, go speak with Orestes next to your personal tent and he will give you a mission to pacify the sector. That mission includes a an objective to hire three Praetorians. You will then go to the recruiting tent and at that point the option to hire legionaries as Paretorias becomes available.
