Oh boy that could be a huge discussion. So what we're asking here is what legendary items outside of their unique effects are weaker than items of the same type, or which ones have effects that would perform better on a different piece of equipment. Because legendary weapons often have better or at least unique affixes to other weapons, and weapon attacks that mesh with their effect they are usually best used as the items directly.
The few that stand out as good for crafting perks are as follows:
Harpe - This effect always should have been on a pike. Needs to be on someone with the ready status or a medic who has taken interference.
Rod of Asclepius - If you don't care about the boost to your healing the rod gives then the effect sings on a bow or dagger wielded by a particularly lethal archer or veles who is consistently cleaning up kills on the battle field, something your support characters will rarely do.
Occam's Razor - I like using this weapon as is, but the attack actions are so boring, if you want to use other dagger attacks with the bonus I could see you grinding this one up.
Caeso's Armor - I hate breaking down a party members personal item, but there's certainly an argument for putting this effect on an item that you can hand off to the party member with the lowest moral. Caeso as a constant companion will always have extremely high opinion of you and doesn't need this effect.
Finally either talisman can get ground up and then forged onto another talisman with a stat line you prefer.
Of course, her armor is pretty good on her as well, but if you have a character that uses charges for special moves (like Triarius or Princeps) it really helps out.
I saw another poster say to use her helm on someone like Syneros and I have to second this after trying it out for a while, it's great not to have your main healer targeted since he doesn't kill a lot anyway.
It's a case-by-case basis, it depends entirely of the unique item considered. There's 3 types of unique items imo:
-Some unique items are basically normal items with only a charm property, no better than their crafted counterparts, and even sometimes worse, like Triarus spear, which is a normal spear with only one random modifier instead of 2. Those you can disassemble and use as charms without second thought.
-Some unique items have special properties specific to them in addition to their charm property that makes them stronger than any kind of crafted counterpart. For example, Mithridates crown has an armor increase bonus that can go up to 60%, which is arguably better than the charm property of this item. On a Princeps with already 6 armour, this helmet gives +4 armour, which is way above all other helmets in the game. Those you should never dismantle, except for reroll purposes in some specific cases, like Izil's bow which has an Accuracy modifier ranging from -25% to +25%. Obviously, if you rolled a bad base Accuracy and a negative Accuracy modifier, you should reroll it, because it's gonna be almost unplayable otherwise.
-And finally, there's a kind of middle ground for some items that are good as they are, but could also be used more efficiently by either another character or another weapon type. For example, as Atma pointed out above, Calida's armour has a HP modifier that can provide her a lot of life, but her charm property can be exploited efficiently by other classes with good charge abilities, like a Veles or a Triarus. So if you are playing Calida as a Marksman or a Sniper, you can disassemble her armour and pass the charm around, but if you are playing her as a Hunter, she should probably keep it, considering that she will need the extra HP if she stays closer to the action, and she has some very good charge abilities in the Hunter tree (Barrage is already OP as it is, recharging it 50% of the time is completely broken).
In other words, read the properties of each unique item, use your best judgement, and don't be afraid of experimenting, considering that you will never lose anything besides the resources needed to reforge a dismantled item.
Also tools and pickaxes are useful in act 2 as well. And tools are the only weapons that you can use in Rome(outside the rare special weapon purchased in Rome or got as a reward for quests). And be aware you will do combat in Rome.
EDIT Outside Act 4 (and then partially then). In certain circumstances in Act 4 you cannot use weapons in Rome but for most part you can when you need it.
I've never gotten this event to pop in Act 2 : /
