Report a translation problem
In game directory there's a file "wing\WING32.DLL" - make sure, that this file is copied to both C:\Windows\System32 and C:\Windows\SysWOW64 (this should happen automatically when installing it through Steam, but maybe some other program prevented it).
i can confirm that outside of big picture mode it refuses to go into fullscreen but in big picture mode it does work in fullscreen mode (it does borderless fullscreen which is better than nothing)
i can also confirm that the original version of this game did not use borderless fullscreen but ran at 320x200 70hz when using fullscreen mode on a Win98SE pc (i have a Win98SE retro pc and the original version of the game)
quick edit: as for launching the GOG version normally without steam: doesn't go into fullscreen but launching the game through GOG Galaxy does launch it in fullscreen
quick edit 2: forgot to mention, you may want to set your desktop resolution to something that is 4:3 aspect ratio otherwise fullscreen is stretched, long story short aside from some modifications this is the win3.1 original
