Yes- That's the way I play the game. I occasionally need to break into someplace in the middle of the night to root through the paperwork, though. In my opinion, avoiding stealing and violent crime in general is the most fun way to play.
Considering you're not authorized to enter crime scenes, you're definitely not going to solve much without a bunch of trespassing, some breaking and entering, probably some cruncher crimes...
The only jobs you are supposed to steal in are the ones where you are asked to find an envelope and the stolen item ones (where you are returning the item to the original person). Both those side jobs are optional though and you don't have to take them.

Possible yes. A lot more innocent people are going to die while you sort out the red tape though.
Unless you turn procedural murders off until you have that social credit level. They can be turned on an off at any time. I know it's not realistic, but there are times when I just want to do side jobs.
If the lives of the NPCs are of concern to you, particularly when roleplaying as a detective who avoids committing crimes while solving them, you may have to put their survival above your preference to not break and enter into homes.
Some murders also take place in the street or in otherwise public areas, and those cases can be solved without committing crimes at all. All methods of investigation you have access to as a player can be accessed legally.
