Need help with a case

Now I've been at this one for hours, it's a new sharpshooter case. First victim the shot entered from low on the window with the bullet ending up in the ceiling on the seventh floor. Second victim was the opposite, high on the window bullet hole in the floor on the third floor. Okay I say to myself, the shooter is in the building across the street between the fourth and sixth floors. Thing is I've searched ever apartment with a vantage on the two victims rooms and I'm pulling in no leads whatsoever.

I should also mention both victims were also being stalked by the murderer, a long haired blonde woman of average build. Thing is no one in the building matches that description. I feel like I've been doing everything right here but I'm hitting walls harder than the two shots that've been fired thus far. Any advice?

I think i have this same thing, blond woman, paranoid medication takers. But theres no bullet holes in the window. Only angle he could have been shot from was the window though

The only thing I could think of before I rolled a new game was that it was someone using the building but didn't actually live in said building, barring further evidence I deemed it not worth my time searching the whole city for someone who matched the description and moved on.
