The data related to that city has been lost or corrupted somehow- I don't know how, or why, and I'm sorry.
By default, it's located here:
C:\Users\<YourPcUsername>\AppData\LocalLow\ColePowered Games\Shadows of Doubt\Cities
You may have to enable seeing hidden folders in the 'view' options.
I just had this happen to me but when I tried to make a new game with a premade city, I saw the City was still there but with the name it had when I first created it before going to the City Editor. When I renamed the city in the file and loaded my save, it started right up without issue.
