Black market?

I recall the game mentioning going somewhere to check logs of what weapons were purchased. I cannot find any of these places. I searched basements of apartments, but have found nothing. I am not in a large city, but everything looks quite similar.

I read some posts saying you can find it from looking at graffiti, but I see graffiti in a variety of places with no indication of a black market. Thanks for any help.

The graffiti doesn't tell you where it is, it only gives the password. It'll look like a masked man with a random word underneath it.

They can spawn either in basements or on the ground floor. Check alleyways and behind gates. One of my city's had one behind a wooden fence door on the side of a building. Try opening your map and see if there's areas that show up as unexplored.

Use the map and switch to -1 or sometimes -2, you will see those immediately

Illegal businesses can sometimes be in back alleys. In the city I'm currently running the loan shark is located behind a factory at ground level.

I looked for a while and never found it. The pawn shop did what I needed though.

Is the password numbers only or letters only? I keep giving it to them but they say "that's it alright" but never let me have access it either that or they change it to "no, nice try"

You can also check the phone directory and click on names of businesses. They will tell you if they are a black market business and then you can use the card to give you a path to the place.

Passwords still seem to be bugged. Usually when I give the correct password I am told that it is wrong, but then I can go inside. If I'm told the password is correct then I have given the wrong one and will be considered trespassing.

Some of them are very hard to read off the walls and I tend to try to find more than one graffiti with them to double check spelling.

Also there are passwords for the black market weapons and just black market goods. It's possible you're trying to give them the wrong password.

They've always been letters for me, I have never seen numbers.

Oh, sometimes you do need to be careful with lower case L's looking like upper case I's...

They're always a word. lion, marigold, things like that. Although I believe the first letter needs to be capitalised.

Bizaarely, the various criminal enterprises in the city are very honest in their phonebook listings. You can go through clicking on the buisinesses till you find illegal gun shops and such.
