pawn shop/fence?
where do i sell the rings and diamonds i "recovered as evidence?"

Pawn shops are the ground floor businesses with a stack of books for an icon.

Fences are called Black Market Traders, hiding in secret in a basement somewhere. But you'll need a password that definitely isn't graffiti'd on walls along with a burglar mask image.

Alternatively if for some reason you are having problems finding a pawnshop or the black market, you do have the ability to drop the items in your apartment and then just sell them as if they were furniture/items that you (well in reality) have in your house, though it is a bit immersion breaking but comes in handy if you just want to sell stuff disregarding immersion.

its worse than just this; if you can successfully trigger the "edit outside of apartment" bug, you can walk up to and delete every single item and object in the world around you. And you make money from it.

Oh I have no idea myself. I've only ever accidentally triggered it. Seems to happen when:

You have a basement apartment
You place a "vintage bed", then pick it back up

sometimes that lets me stay in the menu.
