finding someone from a phone number

Hello,

I have a case where I need to find someone based on his number only, I tried calling but they hang up immediately, any advice ?
I have another person to find who doesn't have a number, and I'm stumped also, I'm guessing he's homeless but how am I supposed to find that person in the whole city.

If you have their number, go into a building where you can access the phone box (which is usually in the basement in a room with those laser alarms), lockpick it open and interact then click on outgoing calls and one will be your call and it will tell you the building that the person is in.

Then go to that building, find their phone box in the basement and then check the recieved call section, once again find the call you made (you'll know by the time and building called from) and then it will tell you which room they live in.

I may have explained badly but this is how I found someone from just a phone number.
