No new murders spawning

I started a new playthrough a few days ago and after the initial tutorial murder case no new murders spawned in. I've been doing side missions and I'm getting bored at Social Level 6. Should I start a new playthrough?

In the settings menu, procedural murders are turned on? If not, turn it on.

If the above isn't relevant, i saw someone post a fix for this bug, but i can't find the post right now. I remember it involving basically cheating and editing some txt files in the game's folder. Either way the solution is on steam somewhere, i just can't seem to find it atm.

Edit: here you go. Careful, i have seen people complain that it corrupts their save.
