CPU Usage 100%

I have an i5 12th Gen and the game seems to be using utilizing all of it while leaving my GPU at a 30% usage. Is this the same case scenario of yandere simulator where the code is badly optimized leading to if statements being repeated over and over again which is killing my CPU utilization?
