Cant Place Ceiling lights on Ceiling in owned apartment?

Dunno if I/m doing something wrong, but when i try to place Ceiling lights in my apartment, no matter what i do, they're always floating like a foot or 2 off the ceiling. Looks ugly, both in having the light float, and also because the light is lower than its supposed to be, it is way brighter than its supposed to be.
