You must finish the campaign before purchasing a new appartment.

Sorry if I'm being thick ... I finished the introduction, handed in the case, achieved Social Credit Level 2, which comes with the tool tip "You can now purchase apartments in the city", returned to my flat and got evicted.
Then I searched for a new apartment, found a posting I liked, clicked on "Purchase" and got a pop up telling me "Cannot purchase apartment. You must finish the campaign before purchasing a new appartment."
Is it a bug or did I miss something obvious?

You did miss something, after you're evicted there's an NPC that you need to pay a visit that will give you an apartment for free.

If I remember the dialog your character mentions, the NPC should be in the City Hall, it's stupid easy to accidently skip dialog like that in this game.

I found the Former Police Officers' Welfare Association person, talked to them, they said "You're in luck, we've got a free apartment at this address, here's the key", but when I go to that address, I can't unlock the door and entering the apartment is considered trespassing.
I don't even need the free apartment. I just need to finish the tutorial, so I'm allowed to BUY an apartment. : /
Any more ideas on what I'm doing wrong?

i had a similar bug just today - if you talk to the person but have the wrong case open (for example if you take a side-job or like me just keep a separate case for logging black market password etc) it seems like it won't update the main mission and you won't actually get the key. if that is the case you can just talk to the person again and it should update, then you just need to go to your new apartment and you should be immediately able to leave and buy a new place (its possible you'll need more social credits first though, not sure!)
