The secret envelope doesent exist

I had a mission where i needed to steal a secret envelope but the thing is.... there is no envelope i searched the apartment atleast 6 times and i could not find it. and yes i confirmed that the apartment was correct. if anyone could please tell if this is a bug or is there actually some other place where it might be. i looked into the safe-nothing drawers-nothing bookshelves-nothing-closets-nothing im just lost. if u know a way to fix this then pls let me know. and also it took me like 5h to solve this case bcz of the lack of info so i dont want it to go to waste

I know one time I got an envelope job on a target I had already done before, and the envelope naturally was not there; some jobs are better dropped, not worth the hassle of trying to prove it's bugged.

Most of the time when I get this one, the envelope is at their workplace, usually in the security office (but ime never at their actual work desk lol, I'm sure it can be there I just haven't seen it)

The last envelope I found was tucked behind the target's home cruncher, so it seems like it's pretty diverse on where it can end up.

i've had two spawn in an office, but only one was the target. of course the one i take first was the wrong one.

I've had an office with three envelopes in it. I didn't even have a job for them at the time. I was there on other business.

I've found it in the office safe (in the boss' office) when the target was a receptionist.
