To use an example, for Photograph missions, you often need to slide the photograph under a door to turn it in. To do so, you have to aim at basically the bottom 2% of the door and get an action that isn't there except when you're ready to turn in; If you aren't ready to turn in it shows as peek under the door instead. I'd wager the dumpster thing is similar.

Aside: If you are struggling to find a place, your detective handbook (f1) will show you where to go. Also take note if the mission specifies between street, and backstreet. Streets have roads, backstreets do not. Plenty of streets have both, so if instructed to drop the document by the dumpster on Example Avenue, Backstreet. Throwing it repeatedly at the dumpster next to the road and not the one around the side of the building is only going to end in frustration. Trust me.
