that being said- the reason the NPCs "defend" the mugger is because NPCs deem the player hitting other NPCs as illegal regardless of context. This rather harsh view of things does not apply to other NPCs who can happily gun you down without issue.
This is, by all accounts, kind of unintended behavior in a sense. I'm sure the dev did not explicitly want self-defense to be a crime.
NPCs that witness a crime in general will simply try to kill the person that committed the crime, except for in cases of minor trespassing.
Edit: frankly, its OP (of the review)'s fault for giving the dude money over and over. Just... run away. Did this not occur to them as an option?
But if you're DESPERATE to beat them up then lure them somewhere secluded and do it.
We should teach the children to let the authorities handle such situations and the world will become perfect after as a result of this game.

That's the way lmao. My second mugging experience was telling the shmuck to gtfo and simply walking away. For two blocks that guy followed me - running close to my back, assuming fighting stance and by the time he was ready to strike I was already couple of steps away so he stood there for a second just staring at my back and then repeat the cycle. Hope he didn't jump into the ocean after that.

Game definitely needs some more nuanced NPC reactions. Right now they go straight from 0 to nuclear genocide. There should be some middle ground like trying to run away, sound the alarm, call for help from other NPCs, calling enforcers and so on. Would be also beneficial for current state of things where there is no consequences for player actions as long as they can bonk out the witness and leave the building.
Try not to get mugged in a basement.
Also, the double mugging situation sounds absolutely hilarious. I'm glad that player shared their experience cause that is pretty funny, bug or not.
I mean, get mugged. Fight back. Mobbed by NPCs. FAIL.
Player is like, wtf? Fine, I'll try again.
Load.
Pay mugger. Player is like, glad that's over even if it's not the outcome I would prefer.... Then immediately gets mugged again by the same guy. FAIL.
Perfect dystopia.
Seriously, it's like chef's kiss hilarious.
Defending yourself doesn't make you a vigilante
It's absolutely wacky, and there some things about the game that are annoying. There is massive issues with performance, such as 'rubber banding' around the city and there are some very genuine criticisms that one can make about the game.
That being said, if you allow yourself to get past those problems you will find a genuinely unique and engaging gameplay experience. The game does work and if you want play detective there isn't anything like this on the market. I found the game very frustrating at first but I'm glad I stuck with it, it's worth it.
It can be so funny at times and that's the beauty of it. And on the proc gen stuff, you don't need to believe me but just imho one of the best out there with a relatively high level of coherence...
