Best settings for performance?

My laptop isn't the best but it can usually get the job done. My game runs in 10 fps and I was wondering what the best settings are. Graphics concerns out the window.

Turn down rain and light efects.
also cap the frame rate, so the GPU doesn't try to generate more fps that it can, but this game is a mess, if you only get 10 fps theres no magic to solve it, you should refund it

same with mine also has anyone had their city directory appear empty in the experimental build? Idk if its an issue with the build or just a weird mixture of mod side effects.
