Black Market Dealers

So I've played a few different saves so far, and in my current save, I'm having difficulty locating the weapons dealer. I have checked for the icon on the map, checked the City Directory, and searched every single room in every basement and ground floor area you can lol. Not to mention, I located all the blueprints and it still isn't showing. Is it possible that a city is generated without a weapons dealer? All I have found is the black market trader, the gambling den, and the loan shark. The city I'm playing on does have a weapons trader password, so idk if that makes a difference.

Another random question while I'm here, do any of y'all have issues with vandalism for side quests such as the stolen item cases? I'll find the perp, and put all the info in before I vandalize, and it never counts. I follow if it says to break windows or throw trash, and none of it works. Do I have to drop off the stolen item in the mailbox and THEN go back and vandalize? That just seems so backwards to me lol. I'm already at the perp's house.

A weapon dealer and a black market should always spawn, otherwise some killers wouldn't be able to get their hand on the weapons they need. Might be an idea to post the seed, so that others could find it.

As for vanalism, you need to put in the apartments adress and then it should already count. Though it can sometimes take a littlebit until it updates and if it still doesn't then it might just be bugged as of now.

Can I share the seed if it says City Editor? I went to copy/paste but it's not actually giving the full seed. I just did another search of the whole city and I'm not finding anything lol. I don't want to start over again, but if I have to I will.

For the vandalism, a lot of times, it doesn't ask me for the residence house. It just asks for the perp. I put their name in, and then vandalize and it doesn't count. I know that there could be bugs, but when I search for answers or to see if other people have this problem, nothing comes up :(

I don't think so, or at least last I remember, you can't.

Yeaaah, I just ended up starting a new city. I rarely use the weapons dealer, but I don't want to not have it available lol.

I saw you did just make a new city, BUT, as far as i'm concerned, if there's the password in vandalism, there HAS to be a weapons dealer.

That's what I thought but it was literally nonexistent so maybe it was bugged or something lol. I've learned now to just check what dealers I have at the start of a new city so I don't get halfway through a game and get stuck again lol.
