Judging by the floor's number, I assume your new apartment is located in the Echelon Zone. You're not allowed to be in the Echelon Zone until you've reached a certain social credit level. So if the game says you're trespassing, that means you haven't reached that level yet.

This. Floors above 9 in most residential buildings are Echelon Zones. You can tell this when a purple flag appears on the left of your screen upon entry. A lot of them will also have a purple transparent barrier that marks where you arent supposed to enter

It isn't necessarily a bug, but not allowing the player into that area temporarily without marking them as trespassing is kind of an oversight.

You still own the apartment, and you can even enter it.

I don't think it's a bug, no. Pretty sure it's just an oversight from the developers. Just like the fact you can get a case from someone who lives in the Echelon Zone despite not having the social credit level required.

I usually get my pass at level 7 so you arent too far off, but yeah you just gotta be careful buying apartments or taking cases that are on high level floors

You need a level 7 (at least) social credit to get into the echelon zone without trespassing. It isnt really a bug, more of an oversight. This happens, as well, if you get permission from a resident to look in their echelon apartment, but then get mad at you for "trespassing"
