Endless Queue for mod.io Downloads

I'm trying out the new modding tools and uploaded a test to check my work on the mod.io website, but despite being a measly 6kb, it refuses to download, staying in perpetual queue while the time ticker goes up. I've made it public, uploaded a separate private build, restarted the game, accepted every API request I can find, ran the game as admin, and pulled out much hair in pursuit of a solution.

Am I a silly billy or is this a bug?

If anyone knows how, I wouldn't mind just figuring out how to install dialogue trees manually until this is resolved, but I can't seem to get it to show up at all in-game.

In my experience in many games, Mod.io is a terrible mod website. Steam Workshop works great, it would be better
