Where do homeless NPCs live?
I am investigating a murder case with a "prime" suspect being homeless (when I did gov db search the address came up as blank), I have a bunch of people saying that they are neighbours with the suspect, but they also have blank as their address. All of them are unemployed.

So my question is there a certain place where homeless NPCs tend to gather? Meaning, like an basement of a building or a metal shipping container, etc? At this point I`m just running around the map asking random people if they know the suspect with them telling me they saw them X hours ago heading thata way blah blah blah and I feel stuck in place because of that.

What else do you know about the individual? Look at their "Unknown citizen card" and look at each page. Do they have a beard? Do they wear glasses? etc.

Follow the people who say they are neighbors because all npcs do have a schedule, and will return home at some point, and that might give you an idea where the suspect is, and then based on the info you do have, try to find someone who fits your closest description. You might find prints in their 'home'. A lot of homeless characters will live in these grey/white box shaped tents in junk yards, and back behind businesses.

I've never had one of these cases, so I'm not speaking from experience, just throwing some ideas out there.

I pretty much have their full description, prints, etc. It`s just the matter of actually finding them. Thanks, I`ll try to follow the other NPCs if they say they live with together with the suspect.

I forgot to mention, that you can sneak up behind people and press F to search them. You can get a hold of wallets doing this for a proper identification. But it was also dark the last time I did that. If your in daylight, IDK if npcs got eyeballs on the back of their heads just because you are visible.

Homeless NPCs live on the street, in the little alleyway huts, usually near fire barrels or whatever. They sleep on the cardboard mats inside the huts.

More specifically, a homeless NPC will permanently be bound to one apartment block or strip of road, which they will circle endlessly. They might be able to travel outside that area but they don't have any obligations or needs so they just... don't.

if any other NPC sees you searching they get put into attack mode like every other time the player is spotted committing a crime. The person you're pickpocketing isn't going to notice unless they see you or nearby NPCs see you.
