Follow the people who say they are neighbors because all npcs do have a schedule, and will return home at some point, and that might give you an idea where the suspect is, and then based on the info you do have, try to find someone who fits your closest description. You might find prints in their 'home'. A lot of homeless characters will live in these grey/white box shaped tents in junk yards, and back behind businesses.
I've never had one of these cases, so I'm not speaking from experience, just throwing some ideas out there.
I pretty much have their full description, prints, etc. It`s just the matter of actually finding them. Thanks, I`ll try to follow the other NPCs if they say they live with together with the suspect.
More specifically, a homeless NPC will permanently be bound to one apartment block or strip of road, which they will circle endlessly. They might be able to travel outside that area but they don't have any obligations or needs so they just... don't.
