are you assuming that or is there some new game mechanic that suggests it?

4. in case you didnt know, the police office has computers you can look up any name and get more info including finger prints.

4. Yes, but look up what? I have no unidentified prints in the appartment. only victim and partner (who didnt do it - i submitted case and failed)

or, close the case and get a new one, some of these cases are just to hard in my opinion

What I did was go to the black market and look at the sales ledger and look at everyone who bought the murder weapon. There I found someone with the same initials that I saw on the wall and boom, got em. They had no relationship to the victim at all except that they lived in the same building.
Partners/other NPCs have been picking up notes and things on me, taking those valuable fingerprints with them recently.
If the card you found only has the Inspect option you should be able to scan it where it sits.
I know it's a long shot, but check the phone records too. They're not used a ton until the time that they are...
Both victims had the same employer.
I guessed the right guy and moved on.
If you (or anyone reading) wants the murders to stop for a bit, just disable the "procedural murders" setting in the gameplay settings. It can be enabled / disabled at any moment to give you a break.
