For most buildings they are in the basement. For the diner there is a little building outside in the back. In City Hall on the main floor there is a room on the left hand side back towards the stairs.
You call the number you have, then go to the telephone box.
Make sure to look at the time you are calling.
Now check the outgoing calls for this box and it will send you to the building that the call went to.
Go to the other building and check the incoming calls at the time you called.
Now you should know which apartment the call went to.
When you get to the apartment you need to use the option on the phone to check the phone number of that phone.
If you have the address linked to the person (check for the rental agreement) then the telephone number should also be linked.
If you want to practice this with a bit more guidance load up The Dead Of Night tutorial and choose to follow the phone part when checking into leads.
The big problem is that the tutorial will show you how to follow telephone boxes or cameras at the diner or the workplace or the black market, but once you choose one of these it never goes over the other options with you. I almost feel like these all need to be 4 separate tutorials somehow because most people only pick one and never think to go back and try the others.
Input is where you can punch in a number. (You can also click on a number on a job posting and it will input it from there when you have the phone screen up.)
Numbers will give you several different options for identifying the number of the phone, the last call (doesn't always work, it depends), and calling the Enforcers.
That's actually genius very helpful.
