Do some killers just kill at random?
I caught my latest murder at the their 2nd killing as I could not find any relationships that would tie witness reports to the first victim.
They were shot almost immediately after by the Enforcers after I got their name. So I looted and searched them before checking the Victim and they had weapon that matched as well as a toy car on the scene with their prints.

After turning it in... I was wondering what the connection was. As many killers I've found up to that point usually have a certain tie to their victims.
Both victims did not seem to have any relationships with each other or with the killer... by address or workplace.
I thought it odd, so I thought I'd ask.


Also it's pretty cool that the enforcers and security actually enforce the law against the other NPCs for trespassing and maybe more.

Yes, most killers have at least some connection to the victim (coworker, neighbor, same-building-resident, address-book contact, etc. - the most distant connection I've seen is a case where the killer was coworkers with the victim's spouse, and had no other connections to the victim), but some killers do kill at random.

Thankfully, the ones that kill at random usually have other decent ways of tracking them down - like the toy car left behind in your case, or leaving a note with an anagram of their name at the scene.

jea but the car is ♥♥♥♥♥♥ just a fingerprint and then you are scanning everything to hope you get another hit it sucks =/

They try to keep up the connections for what the type of murder tries to achieve, but in the worst case they simply don't have any (especially when they're unemployed and have only like 1-2 friends, which already got killed), at which point they obviously need to kill someone else.

as far as I know the Killer (at the time they switch into Killer mode) always have a a conection whit the victim.
as far as I know, A person that becomes the killer will never just pick a apprtment nr and just walk in and kill the first thing it see.

The killer and victim are actually set before the murder even happens. You can check inside your save file with a text editor and see the lines where it says the murderer's name and their victim's name.
