Flooded basements
Does anything ever spawn in the flooded basements? So far they're always empty.

Not that I've found. Could be an easter egg, could be a future plans thing.

I just wrote it off as a lore thing for now, since the story mentions the rising of polluted sea levels and the city we live on is an artificial island barely above the sea. So B2 is just flooded by stinky, polluted rising sea.

Gotta have a serial killer case where he lives down in the sewers/basements and brings the bodies down there. :)

If you start your game with zero moneys and highest difficulty, might be worth to check those out right off the bat for a couple crows on the shelves so you could use a payphone and find yourself your first job.

You can do the same with the B1 level which has plenty of empty storage room-like apartments, but isn't filled with water that maxes out stinkiness on touch

When the devs start to really get into giving the lore some substance the fathoms will be a dreaded place to look for clues. I'm betting 20 bucks we'll also have a backrooms mod.

One of the loading screen tips mentions "The Fathoms," an area beneath the city linked by tunnels and stuff. I imagine the flooded basements will likely have something to do with this once it's implemented.

Technically, they already are the Fathoms. "The Fathoms" just refers to everything below ground level, such as the apartments and businesses down there. They're called that because they're "down below" and have a tendency to flood, as evidenced by the state of the B-2 layer.

Floor numbers above the Fathoms are the Myriads, and the floors above that are the Echelons. They're basically the city's class system

difficulty exclusively affects combat damage
