Report a translation problem
I just wrote it off as a lore thing for now, since the story mentions the rising of polluted sea levels and the city we live on is an artificial island barely above the sea. So B2 is just flooded by stinky, polluted rising sea.
Technically, they already are the Fathoms. "The Fathoms" just refers to everything below ground level, such as the apartments and businesses down there. They're called that because they're "down below" and have a tendency to flood, as evidenced by the state of the B-2 layer.
Floor numbers above the Fathoms are the Myriads, and the floors above that are the Echelons. They're basically the city's class system
