I experienced the "bug" just now. Turns out it's a side effect of one of the Sync Discs. To be exact, the 11th Sync Disc which enables you to know others' height or income. The side effect supposedly makes people less likely to tell you their personal info, but it also makes merchants hate you. Simply do the third upgrade to erase the side effect, or ditch that Disc at all. This solves the problem.

This actually might be the Black Market at work. I recently found out that the graffiti around the city (the gun and bullets and the ninja mask done in white) have passwords under them and can be spoken to certain shops to access their black market, illegal sync clinics, and the like.
Circle the building they're in and see if you can find the graffiti and use the word written under it.
I haven't actually done it yet, so I'm subbing to find out if you stumbled onto it.
Also, all citizens only have one job. If a guy works at the loan shark, he's still listed as an accountant, if the front for a black market is a restaurant, the wait staff or shop keeper is still just that.

I'm pretty sure the side effect for disk 11 is a twitchiness that gets progressively worse. I say this because I've never had folks ask me for passwords but always experience (what I thought was a glitch at first) the twitching when I install Dove+.

In my experience, whenever a clerk or wait staff starts to ask you for a password, it's because they're the mark for a case. Keep them in mind for any job's you are running.
