Pawn shop never opens!

A few days ago in-game, I asked the clerk what their opening hours were. 10:00-00:00. But every day I go there it's closed. I've been there at all hours between the opening and closing ones, but it's never open. Do I just not get to sell stuff!?

Sometimes NPCs get stuck pathing, sometimes it's certain times but not every day of the week, sometimes they might be a victim and be gone for good. Never know what's a bug and what's lazy NPCs.

Idk if it's considered cheating, but an alternate way to sell things is to go to your apartment, drop them on the ground, open your inventory again and click the Edit decor button. Then click the items tab and scroll down and you'll see the stuff you dropped and you can sell it from there.

Waiting for a pawn shop to open can have advantages, I was waiting for one and it meant I was first to a murder scene and even saw the killer making the crime so much easier to solve. And then fell through the world at city hall, thankfully I had the sync disk that gives money for the first time you go to hospital per day.
