First initial
I got a quest where the only info I was given was the building they live in and their first Initial. I checked resident records and no one lives there with they first initial. Is this (A) a bug?
Or (B) the residence records are incomplete?

Residence records are incomplete, they almost always are.

I have a working theory that the directory cuts off the names at the end of the pages, therefore they don't show up. There's some weight to it too cuz names absolutely are missing. homeless people dont show up but your person has a place

You were absolutely correct. My girlfriend suggested I check every person starting with that letter until I find someone living there. It worked. I found them. After beating my head against the wall for hours.

I do data-scraping when given a ridiculous task like "yeah find this person I dislike, yeah I have no clue who they are just dislike em" and so what I do is I knock on every door in a building and ask to be let in, spam through each resident's records and find the target through just being in the area of their home

The physical resident records are usually incomplete. There will always only be one drawer with resident files, and one drawer can fit 14 files (I think). I've seen buildings with more than 50 apartments, which means that more than 100 people might be living there.

The resident records in the crunchers are always complete, but they don't give you a full list of names. You have to enter a search term that's at least two characters long, but the first character can be a space. So if you search for "(space)A" through "(space)Z", you'll get the records of all residents in the building after 26 searches.

Note that it's tempting to simply print out every resident record and add it to the character's infinite eidetic memory, but this can impact your enjoyment negatively in the long term. The more information you harvest about random citizens, the easier future cases become (to the point where you can solve every murder case within 1-2 minutes because you know everybody's fingerprints). But if you're stuck in a case that you really want to solve, exhaustive database searches are an option.

I got a similar quest but the blood type was mentioned, so I checked the computer at the hospital and the name was added while looking up names. So always check for the blood type. It ultimately narrows it down.
