One thing to check is that some people work only on certain weekdays (at least according to their work rota, I never verified if that's actually implemented in their schedule). Some businesses may also have odd working hours.
But if - as you report - every office is always empty, then that's definitely a bug.
Then I ran like hell as he opened fire. XD
though one time im pretty sure some guys wife was the murderer, i only knew where she worked so i waited there. sure enough she arrived as well as everyone else who worked at the office.
They did a full 9-5 day. they'd go out for lunch and toilet breaks.
i was right about the killer, she had no home to return to given it was a crime scene. so she just loitered in a burger joint until it was time to go to work again.
It worked several times, but sometimes it's not enough and certain workplaces are particularly glitched this way, especially pawn shops and some diners.
