And I'll re-suggest: an additional middle ground would be a difficulty option to have hospital stays last longer, any where from the length of a night's sleep to a full day (can't be too long because the player will have to wait for it to simulate, thus it should be an option).
The fines displayed on the HUD while committing crimes are potential fines. They're what you'd get fined if you were caught, but you're only considered caught through getting knocked out, Maybe one day if cameras and witnesses could pin us for some of our past misdeeds, we would feel the fines a bit more.
Definitely think death should be more of a thing, maybe you could lose your character, social credit and leads but you can pick up your old characters most recent info at their home or death site. This way you don't have to regen worlds over and over and can have continuity with setback
Should it be changed? Probably, but also this is very funny.
I wouldn't risk it personally, considering your fall could result in you glitching straight through the world. Without fall damage, there is no death for doing so, meaning you won't end up in hospital and will endlessly fall until you reload whatever your last save was... hopefully it was before the fall, but I'm betting most people aren't thinking about that when they hiff themselves out a window.
Though some setback might definitely be fun to have, like some types evidences which can expire (for example sticky notes and stuff in the trash being destroyed at some point or the culprit getting rid of their weapon eventually). With that in mind it could fast forward the game a few days to cause some of these things to happen.
This could solve the problem of people not being disciplined enough themselves, but wouldn't be too much for those, who doesn't want to loose everything to a bug.
