in what context is this notice? Was it a message on someone's cruncher, a poster, a note, a case hint..? I assume in your city Great Moon is actually a region of the city, if you zoom out on the map you should see several, in bigger font than the streets are.

My assumption of a block is the square of buildings (or park) that is contained by four streets. Is yours a super-large city?

I've encountered this phrase in a case where the killer was a stalker. I believe "blocks" is supposed to be in-universe slang for hours, or maybe even minutes, just like how cruncher = computer.

It was a note from the murdered person. I think she was being stalked. I also think it's slang for a unit of time. It's my only clue, so I would like to understand it :-)
Since a "city block" is not even standard between cities in the U.S. (for instance a block can be up to like 400yards long and 700 yards wide in new york, but up to 700x900 in Jacksonville) it's hard to tell. I would say look at the map, each building grid is probably a block. 3 Blocks would be like 3 street intersections from where that location is.
