Have you checked the victims place of work?
Have you checked their trash for any information that might have placed the victim anywhere significant?
What type of store sells the type of murder weapon that was used?
Checked the victims last calls? You can check all calls to and from the building by finding the right place in the basement.
Have you scanned the door handles/mailboxes of neighbouring floors for prints?
I'm not saying that I know the answer. I did do the tutorial mission on the premade map but I can't even remember which lead eventually pointed me to the right place. These are just things that you will think about often.
The murderer will kill again eventually if you take a while, providing you with new leads. At least that is the case with procedural murder set to on.

However, I can give you some pointers if you are doing the tutorial case. If you go too far ahead of what the game is telling you to do, there's a chance that the whole thing bugs out. When you are prompted to do something, there should always be an icon leading you to what to do (in the tutorial case anyway).
Save your game when you go to a new location so if you screw up, just load the game and try again. For anyone who say's that spoils the game, people play the way they want to play. You play your way.
Think of your failures as a learning experience! Just because you get it wrong doesn't make you stupid, so don't be too hard on yourself. Just keep trying and you will get the hang of it. Just remember this - some leads won't go anywhere as that's what the game intends sometimes!
No, but seriously. The game is just very open and not holding your hand. You are the detective running around aimlessly trying to glue together the massive amount of not connected clues all over the place.
Try to simplify it, and not overthink anything.
You do find all the clues you need following the leads you find at the scene, its just a bit of sorting through them and try to rule out the least essentials. (dont be afraid to overuse the fingerprint scanner, again you will get TONS of unrelated prints, but also you can follow the victim and murderer around town)
