Also, killing an npc would require the game world to acknowledge their deaths, which it currently doesn't, as far as I've seen.

When asked about a dead murder-victim, a partner or co-worker will state that they saw them somewhere AFTER they had died, which is ofcourse impossible.
There are some gaps in the code here which I hope will be addressed.
In my case, this only happened when the corpse was outdoors, in the middle of a street. People consider seeing the corpse as seeing the person. So for instance, everyone kept "seeing her" every day while going to work, this was a bit creepy
I dunno... because you're a detective and meant to be helping them? The fact you can beat the snot out of them, while realistic in modern times, is already a bit sus.
But if you want a counter point? NPCs don't respawn, the city doesn't repopulate; killing them would ruin your game. Who're you gonna rob, then?
