Building residents register
Does the register of a building's residents really contain ALL of the building's residents ? I'm working on a case that says the Target "lives" in Perrota building, has the AB type of fingerprint, and wears glasses. I found the building's office, pinned all of the glass-wearing residents, checked their fingerprints at the townhall and there was no match at all.
I then pinned ALL of this building's residents that were in the file, checked their fingerprints one by one : no match.

I went back to the building and noticed some residents living there, that are nowhere to be found in the register. Does it happen that registers are incomplete ?

I think (not sure though) that there are usually more citizens living in a building than fit into one drawer of a file cabinet. I would have expected records to spill over to the next drawer, but I've never seen that happening. I keep wondering if there's perhaps another room with more records elsewhere in the building, but I've never seen that either.

My guess is that the resident registers are supposed to be complete, but the current implementation cannot deliver that yet.

I've also had a 15 storey building that only had like 7 files in the resident folder that I found.
There are WAY more living in that building than 7 people.
Either its bugged or they can be split up into different folders, if so I have never found the second one.

Here's a way to find and pin every resident in a building:

1. Go to the building's security room, find the passcode of one of the security guards, and log into the security computer.

2. Open the "Residents Database". (If you don't see it, then you're in the wrong security room.)

3. Click the search bar, press space, then A. This will search the residents database for all residents whose surname begins with an A. For each of the matches listed, select the entry, click "Print", grab the print-out, and click on the resident's name on it. Check if the resident contradicts details you're looking for. If yes, discard the printout and the profile. If not, pin the printout and the resident's profile to your case board. Do this until you checked all residents whose surname begins with an "A". (Note that you have to scroll down the list if there are more than 4 matches.)

4. Repeat step 3 for all other letters of the alphabet. Note that each time after entering a new letter, you'll have to scroll up the list until you reach the top, otherwise you may miss entries.

5. You'll now have on your caseboard all residents of the building that either match the criteria you're looking for, or at least don't contradict them.

I just used this method successfully for a job that required me to find a person with long black hair in a large building, the only other criterion was the type of handwriting. There were 51 apartments in the buildings, so it had up to 102 residents. Checking the handwriting of all of these would have required getting access to all apartments and looking for handwritten notes. Due to the method described above, I was able to narrow it down to only 14 apartments that I needed to check.

I'm not sure, but I think the resident files aren't bugged necessarily, they just list the primary tenant. So spouses aren't recorded in the file drawer. Even though the secondary resident is a tenant, they aren't listed directly.

But yes, the computer will have everyone.

Psyringe : Yep, I had used your technique before and it had worked ! It just takes very long to try every letter combination of the alphabet (there must be at least 2 letters in the search bar, as you know), that's why I was hoping to find a list instead, that I could just browse ^^. Especially because here, it was a 17-floor building with a ton of residents in it.
I finally solved the case by inspecting the fingerprints on EACH door, they finally showed up on the 16th floor !

ClancyDamon : I checked and I don't think so : I found people who lived alone in some condos, and they weren't registered anywhere in the files. They even had a rental contract with the tenant, but they showed up in no list. I found a dozen people like this in the 17-floor building. I keep thinking there are too many residents for the size of the cabinet to handle.

You don't need to try every two-letter combination, because one of the two characters can be Space, and every citizen name has at least one space in it. So if you search for "(space)A" through "(space)Z", you'll find every name in the database with 26 search terms.

Ooh I hadn't managed to have it work with "[Letter] space A" when I tried it a week ago, I should retry this then ! Yeah it makes it way shorter.

Important to note with that method, before checking the next letter, scroll back up on the list of names, becaus it yould happen that it stays on page 3 for example, and when you type the " B" but there is only one person there you wont see it ebcause you'd still be on page 3

Please keep in mind that as you do this, you are adding VAST amounts of information to your scanner. It has the possibility of making future cases incredibly easy and boring if you link too much info to people early on.

Not telling you that you've done something wrong or anything, but I would be amiss if I didn't warn you that your player is incapable of forgetting information about somebody. As you collect more and more data, the cases you are given have the chance of generating a case where you already know the target and everything about them.

In fact, I didn't mind making the rest of my run easier. Having done all of that hard research work felt rewarding in the end. I had spent so long investigating on a ton of people, that when they got involved in a new case, I got : "Awww nooo, it's the lady from the 3rd floor !", just as if I actually knew these people. It was kinda fun.

Well, specifically, the game will start to generate side jobs and murders where your evidence instantly solves the case automatically and it's no longer a game.

The killer could be somebody you already 100%ed the profile for, which is really easy when you do that kind of thing. It doesn't allow you to actually continue doing detective work.

So far I haven’t been able to find anything identifying, no fingerprints or anything and the building all the victims are in doesn’t have a power room?? So I can’t check the surveillance, is there any other way to see every tenant of the building or is that the only way?

Like I had last time I tried to find any kind of leads, then before dropping the case entirely I asked a neighbor and he gave me a name, lol.
But yeah I think due to procedurally generation you could have cases where things are way too vague, especially with side jobs, i.e. age and blood group and interest in music or something... Having less than 10% profile is usually hard and needs some commitment :)
