Report a translation problem
My guess is that the resident registers are supposed to be complete, but the current implementation cannot deliver that yet.
There are WAY more living in that building than 7 people.
Either its bugged or they can be split up into different folders, if so I have never found the second one.
1. Go to the building's security room, find the passcode of one of the security guards, and log into the security computer.
2. Open the "Residents Database". (If you don't see it, then you're in the wrong security room.)
3. Click the search bar, press space, then A. This will search the residents database for all residents whose surname begins with an A. For each of the matches listed, select the entry, click "Print", grab the print-out, and click on the resident's name on it. Check if the resident contradicts details you're looking for. If yes, discard the printout and the profile. If not, pin the printout and the resident's profile to your case board. Do this until you checked all residents whose surname begins with an "A". (Note that you have to scroll down the list if there are more than 4 matches.)
4. Repeat step 3 for all other letters of the alphabet. Note that each time after entering a new letter, you'll have to scroll up the list until you reach the top, otherwise you may miss entries.
5. You'll now have on your caseboard all residents of the building that either match the criteria you're looking for, or at least don't contradict them.
I just used this method successfully for a job that required me to find a person with long black hair in a large building, the only other criterion was the type of handwriting. There were 51 apartments in the buildings, so it had up to 102 residents. Checking the handwriting of all of these would have required getting access to all apartments and looking for handwritten notes. Due to the method described above, I was able to narrow it down to only 14 apartments that I needed to check.
But yes, the computer will have everyone.
I finally solved the case by inspecting the fingerprints on EACH door, they finally showed up on the 16th floor !
ClancyDamon : I checked and I don't think so : I found people who lived alone in some condos, and they weren't registered anywhere in the files. They even had a rental contract with the tenant, but they showed up in no list. I found a dozen people like this in the 17-floor building. I keep thinking there are too many residents for the size of the cabinet to handle.

Important to note with that method, before checking the next letter, scroll back up on the list of names, becaus it yould happen that it stays on page 3 for example, and when you type the " B" but there is only one person there you wont see it ebcause you'd still be on page 3
Not telling you that you've done something wrong or anything, but I would be amiss if I didn't warn you that your player is incapable of forgetting information about somebody. As you collect more and more data, the cases you are given have the chance of generating a case where you already know the target and everything about them.
In fact, I didn't mind making the rest of my run easier. Having done all of that hard research work felt rewarding in the end. I had spent so long investigating on a ton of people, that when they got involved in a new case, I got : "Awww nooo, it's the lady from the 3rd floor !", just as if I actually knew these people. It was kinda fun.
The killer could be somebody you already 100%ed the profile for, which is really easy when you do that kind of thing. It doesn't allow you to actually continue doing detective work.
But yeah I think due to procedurally generation you could have cases where things are way too vague, especially with side jobs, i.e. age and blood group and interest in music or something... Having less than 10% profile is usually hard and needs some commitment :)
