Illicit Trade

So I saw a tooltip saying that there may be graffiti around town signaling the sale of illicit goods and I found a couple that I thought might fit the bill, but I'm not sure how to pursue the lead further.

One is a picture of a gun which I presume means an arms dealer, coupled with the word "rosemary" which is either a person's nickname or a password
The other is a picture of a man in a mask which I think means burglary tools that you can't get in the gear locker, coupled with the word "monkey"

I've seen these in a couple places around town but I'm not sure how to investigate them further. Any recommendations or hints?

Have a look in basements, not the flooded ones far as I can tell but I have seen several underground stores downstairs.

I don't think the graffiti relates to where the businesses are actually located. Generally you can find them by looking around the first floor basement of residential buildings (layer -1 on the map). Illegal businesses operate out of those cheap apartments, and some of them will require a password before they let you inside. (They're a bit buggy, though, in my experience...)
