What can I find from just a phone number?

I tried calling the number and asking the person's name but it always comes out blank (which is bug) like: "I'm , why?"

The only clue I have pretty much other than the fingerprint is a number. I want to at least find where that person lives. I tried going through call records inside some buildings but it takes a lot of time and it's never guaranteed that I'll find the specific number.

Am I missing something?

You call the number, and then you go at the phone router , retrace your call and look where it goes. It dont give a adress but you know the name of the building. Then go to that building router and retrace your call again. You got a adress.
