i think only the tutortial mission sets u up with a place, random generated seeds do not. makes it feel like ur just arriving in the town and have to scrounge up to get a place.
The sandbox (which is customisable in size, difficulty, etc) gives you no apartment to start with. You have to earn credits (or steal and sell stuff) to buy an apartment. They can be found on flyers on billboards (in restaurants, government hall, etc).
On the top left of the map a vertical set of icons can be seen. The second one down looks like a house and reads 'open apartment folder' on the tooltip. Click it and it will bring up a pinnable note of any apartments that you own, which you can then use to plot a route.

FIX: go to settings - gameplay - "snndbox mode starting apartment" turning off and on again, then talking to the guy again
