Because you're not supposed to be there. You're a private eye, basically, not a detective with the enforcers. You're always going to be at odds with the enforcers because of this and you'll have to be creative in how you get in and out of crime scenes.

Because you are ;) You are not an official invistigater or part of the police or enforcer you are a private investigater and you are officially not allowed at any crime scene
