are you allowed to commit the murders randomly too or only discover npcs that murder first?

you 'can' punch or beat up anyone you see, but you cannot kill anyone, only knock them unconscious temporarily.

the goal is supposed to be solving the murders.

Well you do sort of solve crimes by committing crimes, just not murder crimes. Just things like tresspassing, breaking and entering, that stuff.
