As of right now they seem to be flavor and not usable.

I think the feature for using them hasn't been put in the game yet but will be coming in the future. Most likely for audio voice recognition or something similar.

If you inspect the tape it will say that it's an old tech and not many people even have players.
It's just to fill in space.

They're not useable because of the in-game lack of video tape players. The in-game description IIRC mentions that the video tapes are "old" technology, kept as a keepsake.
