Report a translation problem
Do the regular stuff, scan for prints on the clue\business card left and on the bloody message.
Ask the neighbours for suspicious stuff.
Check cruncher for any messages about stalkers.
Check CCTV
Check physical employee records in drawer on victims work.
Comb through address book as last resort.
Abuse goverment database in enforcer office
Those letters, make up the initial of teh first name, and the last name of your killer
Not sure if that helps ya, but, thats the best i can do :)
While the idea of the case is good, I worry that it can be pretty tedious to bruteforce and I've not found a better solution.
In my game the letters turned out to be an anagram for the killers name (and the killers fingerprints were on the note) hope this helps.
